A couple of other possibilities are to change the code to use reflection so
the Oracle driver doesn't need to be present to compile, or to write a fake
Oracle class that just defines the needed methods and that we can compile,
but not include the fake class in the build.

If the dependencies are only for setting XADataSource properties the
slowness of reflection won't be a problem.  If it's needed in the main
execution path it probably won't be a problem anyway.

If neither of these seem practical I guess we should include the code in
the compilation conditionally and also include a binary version in cvs. 
This will be an additional maintenance burden so I hope we can make it
possible to compile without the actual Oracle code.
