Hey. It is needed because the build scripts are using the 'resource' protocol to include files. Since Ant does not have a mechanism to include scripts we are forced to use the XML mechanism. Ant does provide a method to load an entity from a URL though, so we use a URL protocol handler to read a resource file to include custom bits.
