Summary: NoClassDefFoundError when using Struts library

Initial Comment:
Platform:
OS : Redhat Enterprise Linux 2.1
JDK : 1.4.1_03
JBoss Version : 3.2.1
Struts Version : 1.1 RC2

Problem Description:

I have a small web-based test application, deployed as
a WAR file (see attachment), that uses the validation
framework included with Struts.

The app simply compares two password fields to check if
they are equal. If they are not equal an error message
appears on the page (index.jsp) informing the user that
there has been an error. If they are equal another
page (success.jsp) simply states that validation
succeeded and prints the new password.

I've tested this with the following JVM/OS
combinations, all Redhat Linux, standalone Tomcat,
standalone Jetty and the two bundled with version 3.2.1
of JBoss:

OS Version JDK Version
7.3 1.4.1_02/03
8.0 1.4.1_02/03
9 1.4.1_02/03
EL 2.1 1.4.1_02/03 1.4.2

The standalone Tomcat and Jetty installations succeed.
But the bundled JBoss versions all fail with the
NoClassDefFoundError on the ValidatorAction class from
Struts. Note, the struts related jars are deployed in
WEB-INF/lib.

I've also done testing with Borland's Enterprise App
Server version 5.2.1 and Websphere 5 - both of which
produce successful tests - also on Redhat.

I have tried winxp+Sun JDK 1.4.1_03 and RH9.1+Sun
JDK1.4.1_02 with the jboss-3.2.1_tomcat-4.1.24 and I cannot
reproduce this error. The attached build.xml creates the
bug763889.war I am testing from the MySample_WOStruts.war
and the jakarta-struts-1.1-rc2/lib jars. Create a trace
level log of the class loading by following the debug info
provided in the docs section and attach that or mail it to
[EMAIL PROTECTED] if its too big.

Note, in order to keep the size of the attachment low the
WAR file does not include the Struts Distributions JAR files
that are supposed to be deployed in WEB-INF/lib.
