It is recommended that you build with the ant from tools
using build.bat
You should change the failure check rather than the version:

<and>
<contains string="${ant.version}"
substring="Ant version ${buildmagic.ant.baseversion}"/>
</and>
</condition>
<fail unless="buildmagic.ant.compatible">
Unsupported Ant version:
${ant.version}
