Greetings. Deployment needs to be to the instance that's actually running. Assuming you're invoking the server through Eclipse, the "Target Choice" needs to match the server configuration's "Program arguments" as configured in Eclispe's Debug. If the "Program arguments" section is blank, deply to "default".
This functionality is solid - you shouldn't have to bounce the server to see updates.
