Problem solved: It was the JDK. the old version was JDK 1.4.1_02-b06 and caused the problems I detailed. When I upgraded to the latest 1.4.2 build (1.4.2_04-b05) and changed the Eclipse JRE settings, the JBossIDE worked once I tweaked the properties.
While searching the JBossIDE forum for 'build.xml' issues, I found a reference to the 1.3 JDK causing some problems. I figured I had nothing left to lose, so I downloaded the 1.4.2 JDK (too long on my 56k Modem).
