Unable to load Tag Handler Class

Jboss server is not able to find the Tag Handler class for some tags which i am
using in some JSP pages. i am working on windows XP and jdk:jdk141_05
The Exception i am getting even after keeping that Tag Handler class under
WEB-INF\classes , u can find from the following:
