this is a known bug of ibm jdk1.3. is doesn't terminate all threads
correctly. as far as I know there's no known workaround. we use a utility
named supervise to start, stop and automatically restart the vms of our
java server apps. it has options to kill (-9) all subprocesses (i.e
threads) of supervised process. that does help but of course doesn't shut
down the server gracefully.
