Tried both ways. Same response.
I have not problems with this when I run the server locally. It is when I try to go out over the network and hit a remote machine.
As far as the server running on the machine, telnet shows that it is available:

Try using the DNS name of the host instead of the IP. That could work

And you are sure that the server is running at the IP you're using?
