File->New, choose EJB 1.1 XML, you'll get 3 tabs.
Fill the relevant fields.
Attention: the tabs "Enterprise Beans" and "Assembly descriptor" have a
"Actions" label, that is a menu !
Click on it, you can add beans and many other things.
Refer to the EJB spec for field meaning.
