please have a look at the supervise utility
(http://cr.yp.to/daemontools/supervise.html) by d.j.bernstein (the author
of qmail). it's part of the daemonutils of the qmail distribution and does
exactly what you're looking for + it restarts the service when it goes
down. we've been using it in production with several java based servers
(jserv, jonas, orion) for more than a year and are very happy with it.
