I made sure I have did both 1) and 2) of what you suggested.

My ORACLE_HOME=f:\Oracle\Ora81 and my ORCL service is running:

I also was able to connect from my code too!?!

What exactly do yo mean by "Check your driver can connect from the
prompt..."?

Is my ORACLE_HOME set correctly? (I guess so.)

What do you think about this:
