The problem was due to my WHERE clause in the jaws.xml:
<query>WHERE "from_device_id" = ?1 AND "to_device_id" =?2</query>
changed it to
<query>from_device_id = {1} AND to_device_id ={2}</query>
and all is happy. The example I used to create the bad <query> was in the
java.sun.com doc:

This was before I upgraded to FINAL and wanted to move this app over. It
deploys OK, I'm sure I have just missed something stupid out of the Tomcat
config so it does not pickup the fact that the app is there.
