I have Jbuilder 4 enterprise edition and have also used the free
foundation version. It performs fairly well, it just requires a lot of
memory (minimum of 128m).
However, I have moved to just using a good syntax aware editor and
building my applications with Ant build scripts. This is faster than any
fat IDE and requires far fewer resources. If I need to to some serious
debugging or need to develop some client side GUI, I will use Jbuilder.
I actually use Jbuilder (when I need an IDE) because it IS 100% Java and
is available on any platform that supports standard Java.
