This is a known bug in the 2.0 final deployer. One of the developers,
Daniel I believe, has fixed this in pre2.1. The problem is that the 2.0
deployer doesn't like the DOCTYPE tag. To work around, just remove the
DOCTYPE tag from the application.xml file.
Another problem with 2.0 is that if the context-root specified in the
application.xml file does not begin with a / the deployer does not
prepend a / and produces an unreachable context root. This is also fixed
in pre2.1. To work around this in 2.0, make sure that the context-root in
application.xml begins with /.
