You seem to be correct. The 0xA9 that XmlFileLoader is complaining about
is the copyright symbol. I'm guessing that Sun changed their DTD since I
tested things and now it's breaking whatever XML parser it being used by
XmlFileLoader.
The deployment descriptor in the Black Box example specifies the
encoding as UTF-8. Maybe the DTD isn't UTF-8 - I don't know.
