Yes, for bean instances. For resources
(like database connections) you can use
any isolation level you like, you just
have to set the isolation level yourself.
It is probably best to do this at the
database level so that it applies to all
database connections.

Performance penalty depends on the
congestion you have in individual bean
instances.
Please note that serializable isolation
is the only isolation level that fully
supports ACID transactions. All other
isolation levels are really hacks that
may give great performance enhancements,
but leaks some information from one
uncommitted transaction to another.

No.
Most isolation level specification got
deprecated. See EJB 1.1 specification,
appendix C.5, fifth paragraph, and
section 11.3.2.
