With Tomcat, the empty context ("") will give you mixed jsp/html starting
with your document root.   Just set docBase in Tomcat equal to the
DocumentRoot in Apache.

This is for a separate Tomcat with Apache.  I don't see why this would
change with embedded Tomcat.
