Ok, well I use JBoss AS not Tomcat - didn't notice that detail in your post.
I use an exploded war (and consequntially an exploded ear) for altering my facelets, and eclipse hot code replace for changing methods on the fly. The hotcode is built in to eclipse. I use ant to create the exploded strucuture and have an ant task to copy across new facelets. I haven't played with the new JBoss IDE adaptor as it seems only to support local servers and mine is remote. This HAS been discussed a few times before on this and other Forums and there are pages on the wiki so hopefully you can peice together something.
