Depending of the version of JBoss IDE you do from diferent places
In 1.5.x and 1.6.x you do it from the Window-->Preferences-->Server--Installed
Runtimes...
(For Better results use Eclipse 3.1 with this dists )
>From 2.0.x you do it from a new view 'JBoss Server View', you can open it from
>Window-->Show View--Other-->[Server-->JBoss Server View]
Once you open that view, {right click on the view body-->New--> Server }
JBoss IDE 2.0.x is based on Eclipse 3.2 (Callisto) or maintenance release
