If you change this one line: java.naming.provider.url=localhost:1099
does it still not work? The response you got from telnet looks correct, it is fairly similar to what I get. So port 1099 is listening. Can you also access port 1098? In this case, telnet should connect but not show any response. If you want to use your jndi property file settings, try dumping out the contents of the namepsace.
