No, in fact you need to escape your UTF-8 characters in properties files, for
example:
| help=\u5E2E\u52A9
|
I do this automatically in my ANT build as follows:
| <native2ascii encoding="UTF-8" src="${src.dir}" dest="${classes.dir}"
includes="messages*.properties"/>
