I tried this very briefly, and it worked fine.  Hot-redeploy meaning, touching 
the -service.xml file that defined the cache, correct?

Can you confirm that you do not have 


  |    cache.jdbc.table.drop=true
  | 

in your JDBCCacheLoader properties?
