Sounds a bit strange, so let me paraphrase what you said to make sure I 
understood:

- Use a General project in Eclipse.
- Place the files in the project as I wish to see them in the SAR.
- In Project Archives, choose JAR (even though contents are JARs themselves) 
and give it a .SAR extension in the name.

Is that correct?
