I eventually figured out that Messages ("org.jboss.seam.core.messages") was the
component I needed for the resource bundle, rather than FacesMessages
("org.jboss.seam.core.facesMessages"). However, Messages is SESSION scoped
and, naturally, there is no session at startup time.
