To get compression to work as you would expect it, I think that you probably also want to add the following attribute-value pair:
compressableMimeType="text/html,text/xml,text/javascript,application/x-javascript,application/javascript,text/css" as the list of default mime types is quite small (see http://tomcat.apache.org/tomcat-5.5-doc/config/http.html).
