IMO the SEI is wrong. Changing it to use an INOUT holder for the header make
the test succeed:

@WebResult(name = "receipt", targetNamespace = "http://www.m-bar-go.com",

public Receipt submitBasket(
@WebParam(name = "inout", targetNamespace =
