For the service you listed it's the deploy/cluster-service.xml file
"jboss:service=${jboss.partition.name:DefaultPartition}" mbean,
"StateTransferTimeout" attribute.
If increasing the timeout doesn't work, have a look at the logs on the
coordinator node (the one providing state) to see if they show anything.
