The IBM JDK does indeed come with an xml parser that is loaded automatically from the following directory jre\lib\ext under the JDK. If you don't need anything from here just rename the ext directory to something else for the time being. I have run JBoss 2.1 successfully under service release 7 of the IBM JDK 1.3.
