If you can't find a public SMTP server there is a good reason for it: fight
against spamming.
Under Windows, the easiest solution is to use the SMTP server that is part
of IIS.
And do not forget to forbid external access to your SMTP server, thus
preventing missuse of your SMTP server for spamming purposes.
