again, sigh, search the achive on sun/tools/javac/Main and you find:
YOU NEED TO INCLUDE tools.jar IN YOUR CLASSPATH!!!
this is done automatically if you set an enviroment variable JAVA_HOME to
point to your JDK root dir.
