If you want to run in Tomcat you will indeed have to package all the jars on 
which jBPM depends (they are in the *.sar archive in the starter's kit) in the 
*.war file of the webapp. 
Additionally, you will have to provide the correct jdbc url and hibernate 
dialect for the particular database you want to use in the hibernate.cfg.xml
