That's weird. I don't see any apparent reason for `MUST` for default.
A simple solution is to add `default` tag:
<portal>
  |   <default>true</default>
  |   <portal-name>my-portal</portal-name>
  |   ...
Or even simplier to add a default attribute, so no need to change xml mapping:
<portal default="true">
  |   <portal-name>my-portal</portal-name>
  |   ...

If you give me a hint where is configuration builder, I will fix it. Of cource 
I will have to spend some time to dig out architecture.
