javatwo, As I mentioned below, the filter is useless during FORM login. All that login stuff happens in the container level. Filters are at the web-app/servlet level.
I am not speaking from experience, but what about the web-app.xml's locale-encoding-mapping-list configuration. In any case, the solution is probably not found in a JBoss configuration.
