Thanks for your hard work on this -- later today I'll dig into your last post 
and try to give you deeper feedback.  But the behavior you describe, where 
cleanly shutting down a node causes across-the-cluster removal of the service 
certainly shouldn't be happening.  At this point you're getting to be a guru on 
this stuff, so I doubt it's due to any config mistake on your part.
