I had a similiar issue after initially installing 2.2 and the deploying 2.4. I don't know the details behind the changes, but I do know that database changes occured between 2.2 and 2.4. I am running against oracle and I just dropped all of the tables in the schema and let the 2.4 deployment rebuild them. Everything worked fine after that.
