In my copy of the j2ee 1-3 spec pfd3 the text copy of the application.dtd
says ( p 109)

The following conventions apply to all J2EE deployment descriptor elements
unless indicated otherwise.
-In elements that contain PCDATA, leading and trailing whitespace in the
data may be ignored.
