@Range is meant for numeric values, is that what you want? I suppose @Length is what you need instead.
What are the annotations on the class declaration of your user bean? I think the error indicates that seam did not check the check the values at all (no jsf integration), but only pure hibernate validation was done?! But I also spent my day fighting hibernate, seam, adf, jsf, jboss, oracle, ... and I am not sure about this particular error.
