We have the exact same needs (aa user to go in and create a workflow) and we 
are using the eclipse GPD.  I do not see ANY difference in useing eclipse as 
the app or a standalone app. Sure, it looks pretty if no other eclipse junk is 
there, but there are ways to configure eclipse so that it loads up and shows 
different 'perspectives' thus showing only the info they need. If they go an 
click through the menus, yes they will see eclipse stuff, but they should not 
need to do that.
