To re-iterate, the Deployer is starting to deploy the application before the completed war has been copied to the deploy directory. If your system can't copy (or jar) the war into the deploy directory in the interval of time it takes to the deployer to notice the change, then change the interval of time the deployer uses. This amounts to changing the "ScanPeriod" attribute of the jboss.system:services=MainDeployer (URLDeploymentScanner) mbean.
