So is navigator really a portlet in and of itself? If so, did you check your navigator-object.xml under 'navigator/src/resources/portal-navigator-war/WEB-INF'? You can define properties for the page in each portlet. There is some 'xml' property that you can set for property in this xml. I cannot think of that property to set tabs on top of a page off the top of my head... I could find out for you if you wish.
