The contract between sender and receiver is the WSDL. Our MTOM implementation optimizes binary data when it encounters xmime tagged schema elements.
Future versions will go one step further and do it based on a size threshold. I.e it would be possible to either enforce or completly disable MTOM by tweaking the threshold value.
