Yes, you are correct with this, at least with my experience with WinCVS.  And just 
below that is a popup menu labelled "Authentication" that allows you to select "SSH 
server", correct?  WinCVS takes it's ":ext:" component from that popup.  It's quite 
confusing, really.

The other key to getting SSH access running is to make sure to have the correct 
version (v1 or v2) of command-line ssh client installed on your PATH.
