if you do some archaeology on the old, obsolete, free manual you will find it uses a build system like
docbook xml source docbook xsl stylesheet transforms apache fop to output pdf. When I worked on it there were a few problems, but I liked the process. Apparently no one else did, however. I suspect FOP has progressed since I last looked, and I think there are other flow object processors now available to convert appropriate xml to pdf.
