If you use anonymous access, you don't need to, as this is a non-encrypted connection. The trick here is to use a port that is normally open in the firewall for outgoing connections like e.g. https. I did try it once, but this failed and I did not look into it since. On my win2k box, I use cygwin including openssh to connect over normal cvs + ssh to sourceforge, which works.
