My client currently alters the weighting in the workers.properties files to '-1'
Can this be done at runtime without restarting Apache?
depends whether you call a 'graceful' restart a restart.
My understanding is that a graceful restart should not drop requests.
Regardless, this is too much management overhead and mod_jetty will address this and many other issues.
