Hi Manoj,
        We faced a similar situation in our real time scenario, where in we were dependent on the JRE than JDK. The work around we tried is to modify the run.bat, where in there is a reference to tools.jar.

        Change this reference to rt.jar which is available with JRE.

When the JAVA_HOME is set to JRE, it cannot find tools.jar and recommends pointing to JDK to avoid some errors.
