Okay I add all the LocalStrings.properties files I found from the catalina.jar to my custom jar.
It does not complains anymore about the LocalStrings.properties under org.apache.catalina.startup but under org.apache.coyote.http11.LocalStrings I know the ultimate solution is to add all LocalStrings.properties from the jars in jbossweb-tomcat41.sar to my custom jar but is there a smarter way to make JBoss run ? BTW, while creating my custom jar, I found that some propertie files are not named well (LocaStrings (no ending l to Local), LocalString (no ending s to Strings)) Is it a corrupted version of tomcat ?
