Just a guess, but JNP discovery is finding the servers automatically. I have seen this 
when using shutdown.sh with no args, and the 'local' server is not running. This 
assumes that the servers are multicast-reachable.

Two ideas:
1) Do JAVA_OPTS=-Djnp.disableDiscovery=true before calling shutdown.sh.
2) shutdown.sh --server=jnp://localhost:1099
