I use additivity="false" in the category element.
My log4.xml is:

| <param name="Threshold" value="DEBUG"/>
| <layout class="org.apache.log4j.PatternLayout">

| <category name="org.xxx.xxxx" additivity="false">
| <appender-ref ref="AAA"/>
| </category>
